Richard is a public servant with the District of Columbia government where he works to produce and preserve affordable housing, increase homeownership opportunities and revitalize neighborhoods at the Department of Housing and Community Development. He previously served in the Executive Office of the Mayor working to coordinate the response of multiple District agencies to solve persistent neighborhood problems and tailor scheduled services to meet the needs of the Ward 2 community. Prior to his appointment by Mayor Bowser, Richard served as the Assistant Director of Community Relations in the Office of Government and Community Relations at the George Washington University where he was the primary point of contact for community members and Advisory Neighborhood Commissioners on the day to day activities of the university. He holds a Bachelor of Arts in International Affairs and a Master of Public Administration, both from the George Washington University.
