Murray Penner is a private consultant in the public health sector, focusing on HIV, healthcare access and
equity, and healthcare systems. Murray served as Executive Director for U=U plus/Prevention Access
Campaign from 2018-2023, helping to reduce HIV stigma through the live-saving Undetectable =
Untransmittable (U=U) message. He served as Executive Director at the National Alliance of State and
Territorial AIDS Directors (NASTAD) from 2015-2018 and as its Deputy Executive Director and director
of care & treatment program from 2001-2015. Prior to his work at NASTAD, Murray was the HIV
Planning Coordinator for the Fort Worth/Tarrant County (TX) Comprehensive HIV Planning Council.

Murray has strong expertise and experience in HIV and hepatitis treatments, the Ryan White HIV
Program, healthcare systems, and drug pricing. In addition to serving on the Grassroots Health board, he
serves on the boards of AIDS Treatment Activists Coalition (ATAC) and HarborPath, Inc., and is a
Commissioner with the Washington, DC Regional Planning Commission on Health & HIV (COHAH). He
holds a bachelor of science degree in social work from Bethel College in North Newton, KS and has
completed partial coursework for a master of public health degree at George Washington University
(GWU) in Washington, DC.

Living with HIV since 1986, Murray has a deep personal interest in ensuring that people with HIV have
access to the care and support they need to achieve an undetectable viral load, helping people achieve
sexual health and quality of life, and reducing HIV stigma and shame.
